As the name suggests, Specific Plans are more detailed than the General Plan and normally include zoning regulations. The City, however, has included a Development Code in its Downtown Specific Plan, the first draft of which is available at http://www.plansouthpasadena.org/assets/part-4-code-downtown-specific-plan.pdf

The Development Code, often referred to as “form-based code,” takes a different approach to zoning regulations. A form-based code places greater emphasis on the public space, which is defined by the exterior of buildings, surrounding streets, and accompanying open space. 

The Planning Commission, Cultural Heritage Commission, and Design Review Board will review projects using this new Development Code within the Specific Plan. To introduce these new regulations and facilitate further review and commentary from the two Commissions, Design Review Board, and the public, we will present the draft Downtown Specific Plan on Tuesday, February 13, 2018, at 7:00 p.m., in the Library Community Room. Kaizer Rangwalla, our Consultant and Featured Presenter, will discuss the draft Development Code, explain how it works, solicit your comments, and answer all your questions. The public is especially encouraged to attend. Refreshments will be served.
