Nine-year-old Elsa Durrett holds a certificate of recognition she received during this week’s City Council meeting for her heroic actions back on Aug. 21, when she calmly called 9-1-1 after a fire broke out in her Charter Oak Street home. The house, which was being used as a licensed day-care center, had six children inside when the blaze broke out.
